The three countries share the common understanding that scientific progress and innovation have underpinned economic development, and a future-oriented trilateral science and technology (S&T) cooperation helps the three countries find solutions to common regional issues. Consequently, they established the Trilateral Ministerial Meeting on S&T in 2007. Under the mechanism, the three parties have been conducting the Joint Research Collaboration Program (JRCP) with the aim of resolving global issues and issues of concern in Northeast Asia such as water cycle, disaster prevention and environment. At research institutional level, through the A3 Foresight Program, the three parties also work as consortium in advancing leading-edge research with an aim to establishing a top-level research hub in Asia. The three parties also promotes exchange of young researchers through the Trilateral Young Researchers Workshop, based on the recognition of the fact that young researchers are expected to be creators of new knowledge and critical players in the future cooperation. The Ministerial Meeting has not been held since the 3rd Meeting (2012) while several cooperative programs continue to support cooperative activities among researchers.
