At the meeting, the three Ministers reviewed the progress of the follow ups of ‘Qingdao Action Plan’,‘Jeju Declaration 2016’ and ‘Kyoto Declaration 2017’, and acknowledged the achievements made in the field of trilateral cultural cooperation and exchange. Under the recognition of the need to consolidate the future oriented trilateral relations by promoting cultural exchange in different levels, the Ministers signed the ‘Harbin Action Plan’, which stipulated a series of decisions to facilitate cooperation in 1) East Asian Cultural Cities Program, 2) exchange among artists and youth of the three countries, 3) joint cultural program during the Olympic and Paralympic Games, 4) explore possible cooperation in other cultural fields.

• Agreed on the significance of cultural industries, reaffirmed the importance of intellectual property rights, and agreed to strengthen trilateral cooperation and exchange in this area
• Agreed to adopt a new 3-year action plan at the next Meeting

■Outcome:
At the trilateral meeting, the three parties discussed policy measures to facilitate trilateral culture content exchange and cooperation. The three parities signed the Joint Declaration of the 11th Trilateral Culture Content Industry Forum which stipulates 1) the promotion of international co-production. 2) establishment of the “Our IPOOL” plan, which focused on collecting high-quality IP content at home and abroad and constructing an official platform for project incubation and copyright trading endorsed by the government.3) signing of “CJK Collaborative Partnership on Cultural Industries.”
The forum was held alongside events such as theme forums, Our IPOOL Road Show of three countries as well as multiple sessions of business negotiations.

■Outcome
200 participants from the three governments and private sectors were divided into 4 genres:
animation, games, music and performing arts, and filming techniques. The three countries agreed to continue discussions for creating a platform for cooperation with the focus on trilateral content exchange.

The Forum adopted Busan Declaration specified the establishment of the Cultural Industry Cooperation Task Force to implement information exchanges and joint researches concerning cultural industry, which was a new attempt to set up an inter-governmental cooperation platform for international cultural industry.

ROK attended the meeting.

Aiming to strengthen closer communication in working level, the three ministries submitted 11 proposals in the meeting and exchanged views on the necessity and accessibility of these proposals. They agreed to conduct the second meeting later in preparation for the 9th Trilateral Cultural Industry Forum.

As part of the sequence 2011-2012 Trilateral Cultural Shuttle Project, “Nostalgia – East Asia Contemporary Art Exhibition” was held in Seoul by Korea Foundation, and secondly held in collaboration with Shanghai Museum of Contemporary Art of China. This exhibition with the theme of “Nostalgia” presented works by 14 artists from the three countries, in order to enhance the significance of sustaining and rediscovering the distinctive value of East Asian arts and deepen cultural partnership among the three countries.

During Seoul International Music Festival 2010, “2010 Trilateral Culture Shuttle Concert - Ensemble Ditto Recital” featuring leading musicians among the three countries was organized by Korea Foundation Cultural Center in conjunction with the Ministry of Foreign Affairs and Trade of ROK, which drew rave reviews from music enthusiasts among the three countries.

Proposed at the 3rd Trilateral Foreign Ministers' Meeting, the Cultural Shuttle Project consists of joint cultural events such as exhibitions, performing arts, and movies with the participation from all three countries.

■ Outcome
The “2009 Trilateral Youth Festival” jointly organized by the Ministry of Foreign Affairs and Trade of ROK and the Ministry of Health and Welfare of ROK, involved 300 youths from the three countries gathered in the Hongik University area in Seoul for a street parade with showcases performed with instruments made from recycled containers, pipes and boxes. In addition to Korean and Asian fusion musical performances, an exhibition was set up by the youths along the streets displaying different types of traditional costumes and artifacts of the three countries.
