■ Outcome
- The three ministers signed the Joint Communique which addressed decision on future cooperation in the following:
mutual learning in rural revitalization, green agricultural development, cooperation on food security and nutrition, animal and plant disease control and livestock industries, as well as strengthening regional cooperation in agriculture under various global and multilateral frameworks.
- The three parties appreciated TCS’ intensive efforts dedicated to the TAMM and welcomed TCS’ broader participation in and expected TCS’ active support to the mechanism.
- The meeting also approved the Memorandum of Cooperation on Agricultural Cooperation in Rural Revitalization.

■Outcome :
Based on the trilateral agreement, a joint statement was approved covering nine items: food security, plant and animal diseases, natural disasters and climate change, cooperation for agricultural sciences and technology, the sixth industrialization of agriculture, biomass energy development, trilateral FTA agriculture discussions, agricultural cooperation on
international, and regional- and high-level official meeting mechanisms.

■Agenda :
1) Food Security: responding to grain price volatility in international market and other external factors.
2) Responding to plant and animal diseases: Information exchange on and prevention of infectious animal and plant disease.
3) Responding to natural disasters: responding to the impact of natural disasters and climate change on agriculture and food
security.
4) Researcher exchange: trilateral research cooperation on climate change, natural disasters and bio-engineering technology
5) Economic partnership: promotion of production and trade of agricultural products among the three countries.
6) Global cooperation/ Regional Cooperation: promotion of information exchange and policy coordination on key issues within the framework of Food and Agriculture Organization (FAO), G20, APEC. World Organization for Animal Health (OIE) and International Plant Protection Convention (IPPC).
■Outcome :
The three agricultural ministers stressed the importance of the agreements reached at the 1st Agriculture Ministerial Meeting:
1) Food security
The three agricultural Ministers agreed to exchange information on food security and to seek joint research opportunities by co-hosting symposiums and utilizing the existing cooperative mechanism such as ASEAN Food Security Information System (AFSIS), ASEAN+3 Emergency Rice Reserve (APTERR) and Asia-Pacific Information Platform on food security (APIP).
2) Responding to plant and animal diseases
The three agricultural ministers agreed to share the information about plant and animal diseases such as Foot and Mouth Disease (FMD) and Avian Influenza (AI). To prevent the outbreak of the diseases, the three countries will cooperate on technology exchange and consider the possibility of establishing a center for joint disease control and prevention.
3) Responding to natural disasters
The three agricultural Ministers agreed to cooperate in mitigating natural disasters as well as restoring agricultural production.
4) Researcher exchange
The three agricultural Ministers agreed to promote the exchange of researchers and to organize joint research, workshops and symposiums.
5) Economic partnership
The three agricultural Ministers agreed to promote trade and investment in food and other agricultural products through a possible economic partnership among the three countries.
6) Global/ Regional cooperation
The three agricultural ministers agreed to strengthen cooperation within regional and global consultative mechanisms such as
ASEAN+3, APEC. FAO and G20 to tackle the common issues such as food security and climate change.

The three parties acknowledged the progress on trilateral cooperative projects in 2016-2017 and agreed to strenghten the future cooperation in the research of the effect to ocean environment and fisheriy resource by cliamate change, culturing, fishery resource and sustainability, safety of aquatic products, etc, as well as people-to-people exchange among research staff and host of symposiums, etc. Meeting minutes was signed among the three parties.
