On 25 September 2019, TCS delegation headed by Director QIAO Wen participated in the Pre-TEMM21 (The 21st Tripartite Environment Ministers’ Meeting) Working-level Meeting in Tokyo, Japan. Directors from the Ministry of the Environment of Japan, Ministry of Environment of the ROK, and the Ministry of Ecology and Environment of China attended the meeting to review the progress of trilateral environmental cooperation and to discuss pathways toward the TEMM21 that will be held in November 2019 in Kitakyushu, Japan.


Director QIAO appreciated the host country for their efforts to prepare for the success of TEMM21 and noted that TCS is ready to provide support for the ministries. TCS also reported about relevant programs that TCS conducted under the TEMM framework and had a constructive discussion with the three parties to keep upgrading the program. The three ministries highly appreciated TCS’ contributions to trilateral environment cooperation. 

During the working-level meeting, the three parties discussed the TEMM21 preparations. Based on the progress and lessons learned from the implementation Tripartite Joint Action Plan (TJAP) 2015-2019, the three parties discussed new priority areas under TJAP2020-2024. TCS will continue to support the mechanism to enhance trilateral cooperation.
