From July 7 to 9, 2025, the Trilateral Cooperation Secretariat (TCS) and the UN Office for Disaster Risk Reduction (UNDRR) Office for Northeast Asia and the Global Education and Training Institute (ONEA & GETI) co-organized the Inter-Regional Dialogue 2025 in partnership with the Asian Disaster Reduction Center (ADRC) in Kobe, Japan. This year’s event gained further significance as it was held back-to-back with the Trilateral Working Consultation Meeting on Disaster Management and in cooperation with the International Federation of Red Cross and Red Crescent Societies (IFRC). Some companies from China, Japan, and the ROK were also invited to give presentations on their disaster prevention-related products that utilize AI technology, which enhanced private sector engagement and deepened trilateral cooperation in disaster risk reduction. 

TCS Deputy Secretary-General ZUSHI Shuji delivered both the opening and closing remarks. In his speech, DSG ZUSHI underscored the importance of leveraging technological innovation for disaster risk reduction, emphasizing the region's shared vulnerability to natural disasters. He also highlighted the growing need for cross-regional collaboration in disaster management and expressed appreciation for the active participation of representatives not only from China, Japan, and the ROK, but also from ASEAN countries, Mongolia, and the IFRC. 

The three-day event consisted of the presentation sessions, specialized training programs led by the UNDRR, and a site visit. Under the theme “Leveraging Technological Innovations for Disaster Risk Reduction: Managing the Risks of Extreme Hazard Events through Digital Technologies for Risk Assessment, Early Warning, and Early Action,” the Dialogue provided a dynamic platform for government officials, experts, and private-sector stakeholders to share experiences, exchange best practices, and explore practical tools and technologies for effective disaster preparedness and response. 

The event reaffirmed the commitment to building stronger regional resilience through capacity-building and multi-stakeholder cooperation, contributing to the advancement of “Trilateral+X” cooperation framework.
