Mechanisms 7th Heads of Personnel Authorities Meeting held in Seoul, ROK

The 7th Heads of Personnel Authorities Meeting was convened on September 1, 2015 in Seoul, ROK. The meeting was chaired by Mr. LEE Geun-myeon, Minister of Personnel Management of the Republic of Korea, and attended by Mr. XIN Changxing, Vice Minister of Human Resources and Social Security of China, and Ms. ICHIMIYA Nahomi, President of the National Personnel Authority of Japan. Deputy Secretary-General LEE Jong-heon of the Trilateral Cooperation Secretariat attended this Meeting and delivered his congratulatory remarks.
At the Meeting, the Heads of Personnel Authorities reviewed the cooperative activities of China-Japan-Korea Personnel Administration Network between 2011 and 2015 including Heads of Personnel Authorities Meeting, Director-Generals Meeting, International Symposium, Information and Materials Exchange, and People-to-people Exchange Programs. The three Heads expressed their satisfaction on the progress and exchanged proposals to further strengthen cooperation in the field of personnel administration. Holding that exchange and cooperation among personnel authorities contribute to mutual understanding, learning and friendship of the three countries, the Heads hoped that the trilateral cooperation in personnel administration would further develop and signed the Memorandum of Cooperation.
After the progress evaluation and the signing of the Memorandum of Cooperation, the three Heads of Personnel Authorities freely discussed the current situation and challenges faced by the three countries. They agreed that strengthening the expertise of public servants is a common challenge faced by the three countries and shared measures made by the governments to overcome such challenges. In particular, the Heads of Personnel Authorities exchanged the practices of the three governments in the recruitment and training processes of public servants to ensure a balance between fostering generalist and specialist professionals.
The 8th Heads of Personnel Authorities Meeting will be held in Japan in 2019.
