The 12th Symposium on Personnel Administration of China-Japan-Korea was held on November 6, in Guangzhou, China. The TCS participated to the Symposium as an observer. The Symposium was participated by National Civil Service Administration (NCSA) of China, National Personnel Authority (NPA) of Japan, and Ministry of Personnel Management (MPM) of the ROK. The Symposium began with a remark by Mr. FU Xingguo, Head of NCSA and Vice Minister of Organization Department of the CPC Central Committee, moderated by Mr. ZHU Jianping, Director-General, Bureau I of Civil Service Management, COD (NCSA). At the opening remark, Mr. Fu mentioned that the three countries’ exchange on the methods of fair recruitment and discussions on the common challenges in civil service recruitment will deepen the understanding of the three country’s personnel management, by learning from each other.
The theme of Part 1 of the Symposium was, “How to make the civil service recruitment fair”. Ms. SHENG Guiying, Deputy Director-General, Bureau II of Civil Service Management, COD (NCSA), Mr. WATANABE Tadakazu, Deputy Director-General for Examination, Human Resource Bureau (NPA), Mr. KIM Jun Kyung, Head of Open Recruitment (MPM), and Mr. LIU Xuqi, Deputy Head of Organization Department of the CPC Guangdong Provincial Committee, Head of Guangdong Provincial Civil Service Administration of China delivered presentations on each country and region’s methods for practicing fair civil service recruitment.
In the following session, presentations on the theme of “How to make the civil service recruitment scientific” were delivered, moderated by Ms. WANG Xin, Deputy Director-General, General Office, COD (NCSA). Presentations were made by Mr. XU Shaofeng, Division Director, Bureau II of Civil Service Management, COD (NCSA) of China, Mr. Watanabe from NPA, Mr. CHO Sung-joo, Director General for Human Resources Recruitment Bureau, MPM of the ROK, Ms. WANG Zhimin Division Director, Division II of Civil Service Management, Organization Department of the CPC Shangdong Provincial Committee, and Ms. YANG Ying, Division Director, Division II of Civil Service Management, organization Department of the CPC Sichuan Provincial Committee.
