TC Activities Launching the 1st Trilateral IP Startup Camp: Strengthening Trilateral Cooperation in Intellectual Property 2025-11-04

On November 4, 2025, the Trilateral Cooperation Secretariat (TCS) held the Opening Ceremony of the 1st Trilateral IP Startup Camp (TIPSC) in Beijing, China. The Camp was co-hosted by the China Intellectual Property Training Center (CIPTC), with support from the Japan National Center for Industrial Property Information and Training (INPIT) and the Korea International Intellectual Property Training Institute (KIIPTI). Organized under the theme “Intellectual Synergy, Innovation for the Future,” the Camp represents an important step toward implementing the outcomes of the Joint Declaration of the 9th Trilateral Summit and advancing the 10-Year Vision for Trilateral IP Cooperation. 

The Opening Ceremony was attended by distinguished representatives from the three countries, including Secretary-General LEE Hee-sup of TCS, Director-General SHENG Li of the China National Intellectual Property Administration (CNIPA), and other senior officials, experts, and observers. 

In his opening remarks, Secretary-General LEE Hee-sup noted that the rapid development of artificial intelligence is reshaping the intellectual property landscape, raising new questions such as the ownership of AI-generated content and the scope of algorithm-related patents. He emphasized the continued importance of the TRIPO Heads Meeting in fostering trust and cooperation among the three IP authorities, and expressed hope that TIPSC would serve as a practical, youth-oriented platform for nurturing future innovators. He encouraged participants to engage in “cooperative competition”, supporting each other while advancing shared progress in the industries of the three countries. After the opening ceremony, SG conducted an interview with China Intellectual Property News. 

Delivering remarks on behalf of the co-host, Mr. LIU Jian, Dean of CIPTC, underscored that the long-standing cooperation among the three IP offices since 2001 has laid the groundwork for this Camp. He noted that the Joint Declaration of the 9th Trilateral Summit and the 10-Year Vision have clarified the direction of trilateral IP collaboration, particularly in emerging technology fields, and expressed appreciation for the TCS’s support in bringing this initiative to fruition. 

Mr. OKAYAMA Taichiro, Director of the Intellectual Property Rights Department at JETRO Beijing, emphasized that innovation arises from the creation of new combinations and expressed anticipation for the Camp’s expert lectures and participant exchanges, especially on the topic of AI and IP. Mr. YEOM Hongik, Deputy Director of the Ministry of Intellectual Property of the Republic of Korea, also delivered remarks, noting that despite differences in cultural backgrounds, the three countries share a common aspiration to “create a better world through creative ideas.”
